One of the chronic problems in Seoul is parking lots. They always say there is not enough space, and there is no solution, so only the tall parking buildings are showing up. However, you can see that there are many empty parking spaces unlike the news. Then, don't you think you can share these spaces well? How many times more space utilization would it be if each person shared their space when they were not using it? I met Lee Jung-woo, who is trying to create such a dreamlike space at Seocho District Office, at the district office on November 29.

Q) Please introduce yourself briefly and what you are doing.

My name is Lee Jung Woo and I work in Seocho District Office's Department of Parking Management. Residents first work on parking and shared parking. Residents first park is a job of setting up and assigning parcels to remove the parking lot in residential areas. The Shared Parking Business is a policy that residents are looking for ways to take advantage of empty space when they leave their car and try to solve it through the "Everyone's Parking" application. If you register free time in your parking lot, it's a small payment system that you use.

Q) You told me about parking first. What's the difference from the parking lot in your house today?
First of all, we need to look at the idea of a system called parking. In the past, building permits came out regardless of the parking lot. So there was no parking lot in the residential area. But as more and more vehicles grew, they ran out of space, creating a grid on the road for residents. And as it was being redeveloped, in fact, despite the increased number of parking spaces, it was illegal parking and still lacking space that created additional space.

Q) So, can we assume that the residents first created the parking system due to the lack of parking space, but that the parking system is still insufficient and that the shared parking business has been implemented?
Yes, to be exact, we've introduced all of our parking lot applications since 2017. In 2016, it was operated as a website, but the average number of use cases per day was 0.95. Since we introduced the application in 2017, the average number of applications per day was 14. Despite the introduction of other methods, they were not effective because they were not used. I thought I'd find a new way.

Q) Have you considered the case of other local governments?
Other boroughs were in the form of receiving and distributing profits. I wanted to do that because I'm running at various places, but I'm already parking for residents, so I can't afford to allocate more money. So the residents first thought about what they could do with parking. Without profit, it was hard to persuade people, but instead of money, they were inclined to let them get the parking space they wanted. Why don't we give you a "facility point"? I thought I'd do it.

Q) What additional points did you give?
I've decided to add extra points to next year's parking space allocation. Register for an application, share at a time when you're not using it, and give it over time. If you give 0.01 points an hour and fill it up 1200 hours a year, you're limiting it to up to 12 points. You assign a position based on your score and add another 12 points to it Residents are also trying to get extra points after calculating their scores and checking their scores.

Q) Did you actually increase your use after you gave them extra points?
Performance has increased sharply since the introduction of additional stores. As of the end of September 2018, there were about 100 cases per year, which is a lot more. And in 2017, even though we talked to each other about it, people didn't register a shared parking lot, and we wanted to voluntarily sign up for each other in 2018. I was moved and proud to see the spontaneity. We set the target at the beginning of the year at 50 a year, but when we started, we thought it would be impossible. I'm also receiving an award for enjoying myself in Seoul. Because the results were successful, the city was rewarded with creative work and the Ministry of Public Administration and Security announced the case as a case of excellence.

Q) Why has the introduction of additional points worked so well?
In fact, sharing requires motivation, but you seem to feel more allocated to your parking space than money. I think I caught the needs of the citizens by accident. We didn't know you'd respond this well. And that's what they've been doing because they've provided what they need. Especially in the case of Seocho residents, it was useless to make money because of their high income.

Q) Were you not familiar with the application?
The biggest concern was for the elderly. I thought it would be difficult for you to use the application. Not only did I register the parking lot, but I was also concerned about participation. In that case, we went to each of them and told them. For applications, once you've learned to use them, you're getting used to them because you only have to press the same buttons on/off. You said it was hard in the beginning, but that's hardly the case now.

Q) Who usually uses a shared parking lot?
We don't have accurate statistics, but they're usually used by people in charge. There are a lot of people who are in business or on the move, so they use it.

Q) What was the reaction of people using the actual parking lot?
I did an interview on an MBC radio program. The price was the one that users liked the most. We charge 300 won for 10 minutes, 900 won for 30 minutes. In the case of private parking lots, the price varies greatly, so I feel a lot of pressure. Also, the more I share, the more I get to get bonus points. They also said they were uncomfortable with parking spaces, but it's good to share them.

Q) Has there been any interruption in sharing, such as illegal parking? Or did the owner of the private parking lot complain?
That's bound to happen. If that happens, everyone's parking lot customer center will be the first. Then I'll guide you to another area. If that doesn't work out, we'll contact the call center, and the maintenance staff will clamp down and tow them so they don't feel uncomfortable. So far, there have been no complaints from a private parking lot owner. But I'm still thinking about that as well. On the contrary, I hope you can join me in the parking lot of Minyoung. I'd like to use the empty part. Or, I'm thinking that the people who cut the parking lot on a monthly basis can share it. Many people still have a dislike for sharing, but they expect that the quality of life will improve when they become active and settled.

Q) What are your plans for the future?
Some people still don't know about the system, so I'm going to tell you a lot. Illegal parking is our main target, so we're planning to fix the signs for them or mark the parking lot. The goal is to switch illegal parking when parking.


Q)What is sharing to me?
I think it's the value of creating a yew from nothing. I didn't invest heavily, and I didn't create a new parking space, but I felt new when I saw that application collaboration was creating useful parking spaces. These days, many shared companies are being criticized. The value of sharing comes from protecting the social underdogs as a counter-capitalist, because companies are using it only for profit. But we're using it for the public good, not for profit, so I think both the people who share it and the users can be satisfied. I've seen the phenomenon of mutual appreciation through a shared parking lot.^^
